Enhancing climate finance readiness

In early 2020, Jean Yves Andé was appointed project coordinator of a project at the Africa Climate Change Fund (ACCF) within the National Program on Climate Change (PNCC) at the Ministry of the Environment and Sustainable Development.

He recognizes the need for Côte d'Ivoire to have adequate tools to enable the country to face the impacts of climate change at the national level and also to access international climate finance. As he says,
“Green finance is the yeast for effective climate action capable of reducing social inequalities”.

Abidjan, Cote d'Ivoire

The Africa Climate Change Fund (ACCF), hosted by the African Development Bank, is supporting the Government of Côte d'Ivoire with a grant of US$429,422 to mobilize and access more climate finance to better respond to the negative impacts of climate change, and to support the country’s transition to climate-resilient and low-carbon development. This project is closely in line with the ACCF’s main objective, which is to facilitate the country's access to the financing needed to consolidate its economy in a context marked by the challenges of boosting economic recovery while also addressing climate change.

A former actor in the world of finance, Jean-Yves ANDÉ first discovered the environment sector in 2015 through the first REDD + (Reduction of Greenhouse Gas Emissions from Deforestation and Degradation of Forests) project in Côte d’Ivoire.

Since his appointment as project coordinator for the ACCF project, Jean Yves has made a significant contribution to advancing the project towards its imminent completion scheduled for December 2021. He acknowledges the need for Côte d’Ivoire to have adequate tools to enable the country to address the impacts of climate change at national level, and that acquiring these tools also depends on obtaining access to international climate finance.

Addressing the effects of climate change by also seizing the opportunities offered to transform sectors of the economy is important to ensuring that Côte d’Ivoire realizes its goal of becoming a middle-income country.

“This project will have a positive impact on 15,600 farmers of rice, cassava and cocoa, 40% of whom are women and 40% young people. It will be carried out in the regions of Aries, Gbèkè and Marahoué.

Early warning system mission – Korhogo, Côte d’Ivoire

The project seeks to enhance the country’s capacity to mobilize international resources for climate-resilient development.

The project has three main components:

  1. development of project proposals for a Green Climate Fund (GCF) and an Adaptation Fund;
  2. training of national stakeholders in the development of climate change projects; and
  3. evaluation of the capacity for establishing a national institution for accreditation.

Those components will lead to the mobilization of :

- US$6 million from the Adaptation Fund through a comprehensive project proposal focused on improving the resilience and livelihoods of smallholder farmers in the Central Bandama region of Côte d'Ivoire.

- US$62 million from the GCF for the establishment of a multi-risk forecasting and early warning system based on climate impacts.

- US$10 million from the GCF for the valorization of agricultural and forestry by-products for use in bioenergy. With this project idea, 5,000 smallholder farmers will be linked to targeted agricultural value chains (cocoa, oil palm, cashew, timber, cotton, cassava, rice) and will provide crop residues to those value chains.

The project supports two national entities for accreditation to the GCF and aims to equip 40 national climate change stakeholders on the formulation of projects according to the principles and criteria of climate finance.
